A. It means exactly what it says that 'when used correctly a condom is about 98 per cent effective - only about two women in every 100 would get pregnant in the course of a year'.
This figure allows for the fact that - even when used correctly - condoms do sometimes break, that leakage can sometimes occur round the base, and that occasionally there might be a flaw in the sheath.
